I would think it would be detective John Munch, always played by Richard Belzer. His principal appearances were in Homicide: Life on the Streets, and Law and Order: Special Victims Unit, but he also appeared in various other series of the Law and Order franchise, as well as many other shows, including Jummy Kimmel Live.

What show is about to be resurrected after 18 years, starring the same actor?
